Back when HoT launched, I farmed my core tyria mastery points in the Citadel of Flame explorable dungeon path 1. Right before the end, there is a section where 4 players need to stay in those domes to open a gate. This section just keeps spawning flame legion mobs endlessly, which give exp (unless they patched that out).
