I solved hundreds, even thousands of tactics on lichess and Chess Tempo when I first started. My Chess Tempo rating was in the 1900's while my USCF was around 1000, and I first hit 2000 in CT before I'd made 1200 USCF. The essential problem is that you need to play games to practice and apply what you've improved through solving puzzles.
