Well yes, the whole point of city building scripts is that you have to deliver specific cargos in sufficent amounts to get towns to grow. Are you doing that?There is also (not mentioned in this Wiki) town growth factor from game settings, which determines that one for x cities will grow faster (no matter what). That chosen city grows at least 2x faster than others and need less effort to make it grow. That does not matter if settings are set for "one in 1".
