To solve the extinction issue the Forsaken can now pledge an oath (likely to the Horde) to serve in death however many times they die. Many of the issues that arrive in lore characters about the undead center around consent, or being raised against their will. With this change no longer are Forsaken raised unwillingly, it's an opt in service.
