I double checked a handful of thralls, even Beri. No one can craft all the flawless weapons, including the falchata. According to the Flawless Falchata on the wiki, it should be craftable from ANY T4 thrall. All of the Conan Exiles Wiki pages seem to support this premise. I know all the recipes and even have improved blacksmith benches.

We build a base in H4 to farm Sinner's Refuge. We do find T4s 10% of the time at exile camps. So that would depend on the tier of Blacksmith you have, a higher tier means faster crafting. Now other uses is they save resources for when you craft and raise the quality of your weapons that are built.
