The discrepancy between the speed test and the steam download may be linked to the fact that the speed test is done on 1 big files (1giga) whereas the steam download of a game is several smallest files which is putting more in constrain the SD card. Make sure steam is showing you Mbps instead of MB/s. Should be a setting somewhere in Steam to do this.
