For some odd reason when infused with occult it goes up to 90 bleedm allowing you to quickly bleed enemies in 4 hits or less.

Even though the Uchigatana and Nagakiba have bleed already the Blood affinity will improve blood build up. And because it will scale with Arcane (same with Occult), any levels put in Arcane will improve the bleed buildup. If you do use these Blood and Occult affinities then yes arcane will be required.
