I've been getting the propulsion reduced messages five times over the last two months. It only happens when the battery is exhausted and I've been driving on gas for a while. The problem was a 'sticky solenoid' related to the transmission. I forget the specifics of the error, but it was minor according to the tech & was fixed within 1 business day under the Voltec warranty. A combination of unrelated issues like this (propulsion, stabilitrak) often leads to it being a bad 12V battery.
